Where is your money going?
An examination of the woke funding in the first spattering of DOGE's itemised budget-cuts
I’ll save you some scrolling, and place the most-interesting statistics here at the fore of the article. I have totaled all of the federal spending which was allocated to programs which explicitly invoke DEI (Diversity, Equity, and Inclusion), DEIA (Diversity, Equity, Inclusion, and Accessibility), any one of the DEIA pillars, gender- or race-based initiatives, et cetera; and a couple miscellaneous, nonsensical programs – like $168,707 for a Fauci museum exhibit, and $79,970,524 (of an expected $96,000,000) for unspecified, and I quote, “epic ideas.” The current dataset provided, which I scanned through, included $16B’s worth of cuts; but nearly $8B came from one contract, with the Department of Homeland Security, which is in fact an error; the real value of the contract is $8M. This leaves us with approximately $8B worth of savings which have been itemised on the DOGE website; and the sum of Total Contract Value, which includes both savings and completed spending, totals $22B; or $14B, after the erroneous DHS contract is adjusted.
The total of saved and allocated money, per the report on doge.gov/saving, as of February 17th, is $706,175,723. Of that amount, that which was to be spent domestically was 42.6% – that is to say, USAID funding makes up 57.6%. Yes, of the $706,175,723 which was spent on woke initiatives, nearly 60% was allocated for brainwashing other countries. The total of money which has been saved thus far is $472,027,016 – of which USAID makes up 52%.
But a smaller percentage — and yet, a much more concerning figure — is 5.9%: this is the amount of direct savings which went to woke initiatives. Of the current dataset, 5.9% of the $8B saved was allocated to DEI, DEIA, gender-based, race-based, and leftist-agenda initiatives. If that percentage stayed true throughout the total of the $55B which DOGE claims to have already saved, and the $55B figure refers to actual savings (rather than a sum of Total Contract Value + Actual Savings), then that would mean that one month of cutting nonsense expenditures prevented $3,245,000,000 of American taxpayer money from funding leftist, woke agendas. Even if the $55B figure refers to a sum of Total Contract Value and Actual Savings, that would mean that $472,027,016, being a rate 3.4% of $14B, and holding steady across all $55B, would total $1,854,391,849. At current rates, we can estimate that $55B worth of government expenditure would allocate at least 1.8-billion dollars of American taxpayer money to woke agendas.
This speaks to the monumental failure of the Biden administration, and those which came before, which engendered this system of corruption; but that is not the end of the story, is it? One must now ask: who benefited from this corruption? Who received kickbacks? And who stood to gain from enabling this system?
Let’s take a look at the money which was allocated to a few of the biggest earners.
ENCOMPASS LLC: $96,000,000*
*for “epic ideas”
EnCompass LLC is a “business management consultant” based in Washington, D.C.; some of their clients are the Bill & Melinda Gates Foundation, the MacArthur Foundation, UNAIDS, USAID, the UN, the World Bank Group, the WHO, and UN Women. It describes itself as a “women-owned business offering innovative, customized solutions for leadership, capacity strengthening, technical assistance, and monitoring and evaluation.” Unsurprisingly, they offer nearly no details about their work: listing strings of buzzwords. One example: “Our signature blended learning methodologies, grounded in our core values, help clients and partners build the capacity of their workforce to make a difference in global development.” Another: “We provide cross-sectoral technical assistance to achieve outcomes using appreciative, evidence-based methods for strategic planning, organizational development, and program implementation.” One of their listed “projects” is a page for Gender & Inclusive Development, which now leads to a 404. It seems that they have built a business by manipulation of buzzwords, and by not telling anybody precisely what they actually do.
CHEMONICS INTERNATIONAL, INC.: $83,896,584
Chemonics is a “private for-profit international development firm based in Washington, D.C.,” which was first founded in 1975. It boasts 5,000 employees, and 1,200 working in the D.C. area; 63% of whom are female, and 39% of whom are “racial minorities.” It has, historically, worked primarily in agriculture; and has received awards of $17B from USAID alone.
Keep in mind that the spending cuts and published contracts currently available on the DOGE website are a tiny fraction of what money has been sent, or can still be cut. Chemonics is the was the leading contractor for USAID in 2016, for example. Over the past 2-and-a-half decades, Chemonics has faced scrutiny over several contracts, totaling many billions of dollars; with one such project (undertaken on a $9.5B USAID contract) delivering only 7% of health commodity shipments “on time and in full.” after 2 years. They received $37M for contributions to the Afghanistan “Promote” program, which cost the U.S. Federal Government $90M, and only secured jobs for 55 women. One lawsuit alleges that Chemonics paid bribes to the Taliban, and a report from 2024 shows that Chemonics purchased products from Xinjiang, which were sanctioned due to the use of forced Uyghur labour. Chemonics can provide actual examples of its work history and services, due to the fact that it has existed for 50 years; but this also means that its dirty laundry is extremely public.
MTC INTERNATIONAL DEVELOPMENT HOLDING COMPANY, LLC: $69,892,703
MTC International Development Holding Company, LLC, is a child company of Management & Training Corporation; it received a grant of nearly $70M to assist in creating jobs for females in Egypt, which is included in this dataset; however, it previously received $29M for the same purpose, which places its total monetary awards at $99M. Its President is Dan Marquardt; Robert L. Marquardt was the owner and CEO of MTC until 2012. MTC is the third-largest for-profit-prison operator in the U.S.A., and has division for “Economic and Social Development,” which focuses on creating jobs for “marginalized populations” and has worked in China, Haiti, Iraq, Palestine, South Sudan, Mongolia, Jordan, and Tunisia. MTC has a checkered past, which includes employees smuggling illegals into the U.S., mismanagement (which was so severe that it resulted in the facility being shut down and all 400 employees being discharged) which MTC allegedly refused to alert the government to, the escapes of 3 convicted murderers, being alleged as one of the parties responsible for bribing Christopher Epps for prison contracts, and many more.
ECODIT LLC: $56,575,516
ECODIT LLC is a “women-owned small business and international development firm dedicated to advancing environmentally and socially responsible development globally.” ECODIT brings in over $21M of revenue per year, and employs 100 people. It was founded in 1993, and is based in Arlington, VA. All of its current (and most of its previous) contracts are funded by USAID; and they are nearly all focused on Africa and the Middle East; with a handful in Southeast Asia. It has 2 permanent offices: one in D.C., and the other in Beirut.
JEFFERSON CONSULTING GROUP LLC: $55,730,465
Jefferson Consulting Group was founded in 1988, and received its first NIH contract in 1997. They own 2 subsidiaries: Jefferson Solutions, and Jefferson Business Consulting – the former works with the federal government. Jefferson was awarded the “Woman-owned Small Business of the Year” in 2015; as of 2024, it employs over 200 individuals. Jefferson currently holds a Multiple Award Schedule contract, which expires in 2036, and claims to have secured $11B in government contracts for their clients. In 2023, JCG procured a $62M contract with USAID for “technical assistance, administrative support, and programmatic support services,” which is not included in this current dataset.
TIMOTHY J LONDAGIN, LLC: $33,565,361
Using the name Totem, TJL LLC is “an 8(a) Program Participant, Small Disadvantaged Business, Minority Owned Business, and Native American Owned business” and “has secured numerous prime contracts across multiple civilian federal agencies, primarily focusing on organizational development, diversity, equity, inclusion, and accessibility (DEIA) services.” Totem bills itself as “Native-American owned small business,” and in 2023 received a $25M contract with the USDA Food and Nutrition service to provide “diversity, equity, inclusion, and accessibility assessment and training services for the Food and Nutrition Service.” Totem’s website claims that the company is built on “a fundamental belief in diversity,” and “inclusiveness.” Of course, they do not give any specifics about their business or what operations they may perform: it’s all corporate-speak, such as “organizsational assessments,” “project management,” “strategic communications,” “technology adoption,” and so forth. They claim Deloitte as a client; which is another big earner among these contracts. Totem also claims commitments to the “Center for Native American Youth,” “Whitman-Walker Health” (care for “LGBTQ and HIV” individuals, empowering “all persons to live healthy, love openly, and achieve equality and inclusion”), and the “National LGBT Chamber of Commerce.”
IVY PLANNING GROUP LLC: $26,944,985
Ivy Planning Group applied to be a DBE, which are “small, independent businesses, owned and controlled by socially and economically disadvantaged individuals;” and, in what seems a shocking turn of events given the government’s recently-exposed reckless spending, they were decertified. The Ivy Planning Group is overtly woke, and their primary website has a tab to learn about “MicroTriggers.” They claim to “have a passion for leadership development, change management, and using diversity, equity, and inclusion solutions to solve real world problems;” and further say that their mission is “to be a world-class diversity and inclusion management consulting provider.” It was founded by Gary A. Smith — who “has led numerous enterprise engagements to develop … diversity” and “inclusion” — and Janet Crenshaw Smith — who “has testified before U.S. Congressional Subcommittees as an expert on business performance, diversity, and inclusion” — in 1990. Janet also wrote 2 books: 58 Little Things That Have a Big Impact: What’s Your MicroTrigger? and The Diversity Action Book: 143 Things To Go Do. Their “Capabilities” page even begins with a section on DEI, proclaiming that “Our clients choose Ivy because we pursue organizational diversity, equity, and inclusion through an enterprise business lens. Our clients choose Ivy because we pursue organizational diversity, equity, and inclusion through an enterprise business lens” [sic]. It was, evidently, so important that they had to copy and paste it a second time. IPG even advertises for the “NEXTGEN CDO Institute,” saying “NEXTGEN Chief Diversity Officer (CDO) Executive Leadership Institute is a new, groundbreaking, 6-month development experience from Ivy Planning Group. Created for DEI leaders, this program builds critical business competencies for sustainable success.” On their “Insights” page, 10/11 articles are about DEI and its various talking points.
